Lowell, MA - 2019

While large-scale, 1960s-style urban renewal has fallen out of favor, urban renewal zones are still designated, and urban renewal plans are still made, including in Massachusetts. The city of Lowell, for example, has three ongoing urban renewal plans (for The Acre, Ayer’s City, and The JAM). For Planning with Lowell (2019) we worked with the Lowell Department of Planning and Development, to review Lowell’s three urban renewal plans, evaluate the successes of those plans, and make recommendations for extending, altering, or pursuing alternate strategies for those plans.
